Purchased Globe load never received, but shopee claims is fulfilled.

Since 2020, I have encountered several times where I bought load via ShopeePay. Status is Order Fulfilled. But never received load. Agents tell me to wait 24-48hrs. After that, I will ffup on refund. Agents will then tell me that status is fulfilled so they will not issue refund, but to call globe. Globe doesn't do anything. Shopee is a fraud for not investigating and giving refund.
