After 4 months-we need our internet line buried after 20-30 requests

we got earthlink/century link internet installed last December and was promised the line would be buried withen a week, well we are now on april 12 and each time we call earthlink we reach some non speaking people in south Africa. They have made promises,broken dates,useless ticket #'s, They should be sued and by the way they are getting their direct deposit every month-Disgrace and Karma is a Bitch.DO YOUR JOB...
