Warranty was not given

2

We just had the house for two months, and there was an issue about a leak at the water line connecting to the water meter. The LGI construction manager advised us that this is a homeowner damage, and its not under warranty. I requested the county water department and was advised that this is should be under warranty. This is common for a new construction. We dont know what happened, but my neighbor advised that theres a visible leak at the water meter box. Do we have to call a plumber and pay for the caused?
