I get declined just about every time I try to use my Vanilla Gift Card!

I have a $200 Vanilla Gift Card. I went to pay for my hotel room. It was declined several times. I called customer service...they said the hotel charged $240 and was declined... I tried to by gas at Costco with a balance of $40 and it would only allow $8. I CAN'T spend the balance of the card as it keeps getting declined. Not happy.
