Money concerns

I purchased 19.99 for robux and instead of being charged the $20 some other fishy company charged me $0.37 twice and Im a little confused on why this is and why wasnt $20 taken away or why my cousin hasnt received her robux. And the Fact that I cant contact any type of personal to solve this issue is very discouraging. Are you guys stealing peoples money? Or whats the issue?
