My phone doesn’t work

I've spent $50 on the phone bill service $85 on the cell phone Motorola g play and another $15 some card. I got out of jail 4 days ago spent $2000 to get outta jail and counted on this phone to be able to get activated and this phone is not working or is incompatible to be coming activated
