Never received phone or sim card. texted several times got no reply

i need to find out why i get statements for a phone i never got and sim card i never got even though i qualify for the free phone and service.. you can look up my account and see that there is absolutely no usage on it because i dont have a phone to call with!!! ive texted many times but no one ever replied to my text or emails User's recommendation: stay away use safe link.
