Refused to give service per agrement

I am unable to get service when my sewer system was backing up. The customer service stated that I have to install clean out. This is my second attempt to get service for my sewer system. 2 months ago, my house was flooded because the sewer system was clogged, and it was backing up and with the rain, my house was flooded. I called for service to check my sewer since I have been paying, but Nicor solution refused to service me. The last time, Nicor solution rode my sewer was in 2016. Since 2016, no rodding was done. When I called 2 months ago, Nicor solution refused to service me and telling me that I have to install a clean out. I have been paying Nicor solution for the sewer system for free. If Nicor solution does not want to take care of the sewer when it is backing up, what is the meaning of charging me every month the service Nicor solution does not provide. Why am I paying every month for? It is very sad and upsetting. Because of this reasons, I am cancelling service. I need to get refunded the money that I have been paying the service I have not gotten since 2016.
