28 day refill rule on opiods

Recent change went from 30 days to 28 days for refills. Tell me, how is it possible that prescriptions could be filled exactly on the 30th day from purchase, yet, I just went through several rounds with a CVS associate that my refill should be valid for filling 28 days from my purchase of May 25th/June 22. That's 28 days anyway you add it up! There has never been any issue before.
