How to get a new card bc somebody got ahold of my info and ran up money

Someone got ahold of my card numbers and ran up over a hundred dollars on my vanilla card. I cant seem to get anybody on the phone to help me with this issue. I cancelled the card but still get updates saying there is like 50$ on this card. I have not been issued a new card and the one I have has a zero balance. I am highly upset!
