About to lose our cool over these emergency lights!

we had about 6 out (out of 100); so we got new batteries. when we put the new batteries in - they do not work. we took a perfectly good one down. put a new battery in it. it would not work. put the old battery in that worked fine before we took it down. still the light will not go on. is there a trick to this. this is crazy ELM2 1604 S22-MZ
