Refund of paid seat assignment

I booked a flight from Washington DC to Zurich, Switzerland. it was cancelled by Swiss Air. I got a refund of everythign EXCEPT the $180.00 for seat assignment. Swiss Air states they have refunded that to Just Fly but I cannot seem to get it out of them! They have me $31.70 (?). Please help and thank you in advance.
