Pending refund since 2018

I have unfortunately made a very bad experience with one of their Peruvian franchises in Lima and the Peruvian authority I contacted has done nothing to help. USD 900 were paid by me in 2018 to secure the possible rental of what was advertised as a training room. The estate agent I got in contact with assured me that in case I couldn't get to an agreement with the landlord who had actually contracted the franchise in Lima, the guarantee of 3000 Soles would be paid pack within two weeks. Almost immediately after the payment it became clear that the owner of the space was not willing to accept the use of the space for what I and some of my friends had in mind. So after a few days I had to ask the franchise holder for a refund. Nobody in the franchise office in Lima denied that they owed me the money, but whenever I asked for a specific date for the transaction I read something like "we do this always at the end of the month", "there was a misunderstanding in the office", "you may ask the general manager", "I was out of office and will take care of it personally" (general manager). And I did not even read that once, I read those sentences several times in the upcoming months and really had the imagination that they were making fun of me since I am a foreigner in their country. They even didn't deny that they owed me the money by the time they were addressed by the Peruvian consumer protection in Lima. I have enough paperwork and emails proving that the franchise holder admitted its guilt. Unfortunately the costumer protection finally told me that they considered me and my friends as a kind of a business and that they did not protect interests of companies. I can almost not believe that persons who could pay their debts or discharge their liabilities, do not do so. Seems that they are all the same. User's recommendation: Do not trust them, do not get in contact with them.
