Out of round tires

Ordered a full set of general artic tires, beautiful tread,loved the tires until I had them mounted and balanced and put on my truck. Bounced real bad, so I went back and had them rebalanced installer said 33 of the 44 were out of round. Simple tire refuses to replace...
