Order hasn’t come

I placed an order at the end of June to get my scan order. The website said it would come from July 6-9, and unfortunately it is now getting close to the middle of august. My order has still not come. It just keeps saying shipment on hold. Why? And how do I get my order? THIS IS NOT FAIR. thank you
