Number plate

Dear sir, I am gajendra sharma,i bought a meteor fireball from North Delhi motorcycles.but I registered my vehicle from rajasthan Bharatpur. Since one month I don't got my number plate but I get my RC temporary. Who is responsible if I penalty for number plate please make sure.
