My registration was ripped off

I Traded in my old vehicle for a leased a vehicle from Atlantic Nissan in West Islip, Long Island. For some reason they could not transfer the old plates from the old car to the new one so they gave me new plates and told me I would get a credit on the old registration when I turn in the old plates to DMV which I did. DMV gave me a credit receipt and told me to take it to the dealership and they will give me a check for the credit amount. When I presented the credit receipt to the dealership they told me that the DMV should have given me the check and that I should go back to them. I went back to the DMV and was told exactly what they told me before..the dealer ship should give me a check. The dealership is now saying that they cannot give me the money and the DMV says that the dealership should. What do I have to do to get my money back!
