Hurt at Camp Gladiator

I tore my Achilles‘ tendon during camp Gladiator on 30 August 2019 and required surgery. I have called Camp Gladiator regarding insurance coverage multiple times and no one has returned my call or even asked for paperwork regarding the event. Representatives will not let me speak to a manager or the insurance department. Who else can I call to elevate my complaint? Thank you!
