Exorbitant return charges for a refund

Exorbitant charges to return one item of less then one pound piece of clothing for refund. My one item total charge was $159.32 with shipping and tax. Soft Surroundings deducted shipping $9.95 and return shipping of $9.95 making it a total of $19.90 deducted from my refund.
