Double charges and communications from billing

I have internet &;;;;;;;; tv services in my condo in Lee county, Florida. I set my payment to be automatic charge to my credit card. After one month charging the correct amount, the company processed another and unauthorized charge for the same amount to my credit card. I, assuming this would be easily corrected, called Hotwire Communications. The billing department person advised she would have that charge reversed but it might take 10 business days. After 12 business days with no credit I called back and got another billing person who simply said "the company is retaining the money to offset against future charges". This is tantamount to fraud and I told the CSR. Dead silence.
