Will not refund my security deposit

After weeks of calling and requesting that my account be closed and my security deposit be refunded, I cannot get anyone to help. Every time I call the customer service center and ask to speak to a supervisor about this, they tell me the supervisor will not take my call. My account is paid in full, and we have not even used the fuelman cards in over a year. No reason not to refund my $15,000 deposit. All I am ever told is it takes 6-8 weeks to issue a refund, yet no one can give me an email address, a phone number or a name of anybody in charge of refunds.
