Why?

At first when I talked to one rep, he said he would let me borrow *00 dollars. Then after checking, they increased my loan to *000 dollars. When I decided to apply another rep told me in the end that I could only take *00 dollars. Do they negotiate with each other at all? Why did the first representative cheat me? Answer Cashlink.
