Unauthorized charges to Subway online account

Last weekend I received notification that my Subway order was being delivered, in Washington DC. I live in Vermont and had not logged into my account in months. Two delivery orders totaling almost $100. Subway is set up that you can only use Paypal, which when I set up I thought was odd. Now I know why. When I saw the 2 fraud charges on PayPal, I filed an unauthorized use of my account. PayPal concluded it was not unauthorized use as they did nothing wrong and Subway is the issue. Subway will not respond to any inquiry I've made through email or social media. I just asked for a contact number to report. Limited google searches show that Subway is not responsive to other fraud activity either.
