Truck 16115 on Route 12N between Binghamton & Norwich on 09/15/19.

Truck #16115 Drives 30 to 35 MPH in 55 MPH and makes it extremely difficult to impossible for following traffic to pass truck #16115. Paved shoulder often plenty wide but truck to rude to allow following traffic to pass. Truck speeds up to 55 MPR only in zones where following traffic might otherwise be able to pass #16115. Why is #16115 so rude, inconsiderate, & obstructive to others?
