Trouble getting refund. “A policy is posted,” but where?

On March 18, 2020 my sister purchased a refurbished computer as a gift for me from TigerDirect.com that refuses to work as it should. It just quits while I am using it. Then, after disconnecting power cords & cables multiple times & reconnecting them, I can sometimes get it to boot back up. I've never been able to use a disc to load a program. Presently, the computer has been sitting turned off (3 weeks). They have my sister's $584.00 & she DOESN'T! They are telling me that I need to contact the company that sold them the refurbished computer for my refund. I'm sorry that TigerDirect has taken the stance they have on this refund. In the description it says, "1 Year Warranty," Our family has purchased several items from TigerDirect in the past with no problems. I think we've made our last attempt. When I opened a small business a few years ago, a friend told me that word-of-mouth can be your best advertising. Adding 6/23/20-Talked to Archer last night. Was told Tigerdirect doesn't make refunds. Guess I've seen the last of my $584.00. And, I asked for snail mail address for Tigerdirect. Was told, "We don't have that." Hmmmmmmmm. What are they trying to hide?
