Took my money and not given me the credit

So I recharged through the Zain app as I am in the states and need to charge my phone or else it will expire. They sent me a registration code by SMS. Of course they took the money the same second but I have been told I need to dial 171 with someone in Kuwait in order to give them the code for them to grace me with my own money. Of course that didn't work. Now the second reps solution is that he will file a "complaint " and that my friend in Kuwait should dial 107 again and explain why they think I'm getting invalid. Now the rep disconnected the chat and I need to go through the process of explaining and dealing with another rep to solve their problem so I can get my money that's in the air now transfered to my account
