To check on my package I never received.

I was supposed to receive my package on Thursday may 20th period still had not received my package as of the 24th been trying to get in touch with someone. I've tried calling UPS can not get in contact with Anyone I just want my $122 back. I lost over $250.00 because I did not receive my package to do my decorations. Who is going to pay for my loss.
