Equifax like so many companies hide behind there corporate office and staff making them impossible to actually file a complaint with the people who are responsible for the policies like the CEO and or Board (ie. Board of Directors). The only real way to get these companies to adhere to the laws that govern there business is to make the people at the "Top" more visible or transparent to the public they serve. Therefore, I encourage you to write a letter directly to the CEO of Equifax if have a complaint which is getting resloved. Fight the good fight and do things in a civil manner, like court. He can't say he wasn't aware of situation now.
