Reservation – but no cars

I reserved a car with Budget through Costco for May 19, 2019. When I arrived they had no cars. We had to go to a cemetery for an unveiling and was forced to take an uber instead. I wrote a letter of complaint to Budget on May 20, 2019 but they have ignored my. I then called Budget and complained that my letter was unanswered and they promised me that I would be called back.
