Refund for a mobile phone has not been issued by D-PHONE Online Store

Aliexpress seller D-PHONE is not issuing my refund (Order ID: [protected]). As soon as the product (mobile phone ) arrived at the customs processing center, then held by customs and next returned to the seller (Tracking number: RB869203778SG). I would appreciate your help to resolve this matter as the seller keeps ignoring my request for a refund. Thanks you in advance.
