Refund delayed beyond promised date

I had booked my trip for port blair ( Trip ref no - TFN000SF4NS) and was supposed to travel on 8th Dec 2016. I get a call on 7th December informing about the weather condition at Port blair and was asked to cancel the trip, subsequently an email was sent my them that i had requested for cancellation and therefore a deduction of 5k would be applicable on my booking. I had accepted their condition as there was nothing else which could be done as the situation was beyond anybody's control. I was promised a refund within 15 days, which did not happen. The most annoying part is that their representatives don't answer calls, or as soon as i start my concern on the chat the representative stops responding. This is most unprofessional organization i have ever dealt with.
