Problem getting pictures off of my iPhone onto my computer because of Microsoft problem

I am trying to get pictures off of my iPhone 8 and onto my computer. I spent four hours on the phone with Apple today who cannot resolve the issue and they believe that its a problem with Microsoft. I cant call them I cant text them and I cant email them. I need to contact them and not have to pay to do it. What am I supposed to do?
