Possible fraud and bad service

I was trying to place an order online, trying out a new resturaunt. My order was canceled, and it gave a reason that my credit card declined. Not knowing why my credit card would decline, I checked my bank account. sure enough everything was fine with my bank account minus the charge for the order that was canceled. I called the resturaunt and they say that their delivery service is handeled through Chow Now, and that I woud have to contact them directly to get my money back. I was finally given a contact number, after several tries. I contacted Chow Now and was made to feel that everything that happened was all my fault, that it was my error that caused this distress! The agent Steven was rude and not simpathetic in the slightest to wat was happening.
