No way to make a reservation

The customer portal isn't responsive when I try to make an online reservation and suggests I call customer service at 1-80*-***-****. I have called 35 times today and the number goes immediately to busy, no option to stay on hold or leave a message. I have 3 other numbers... and they all go immediately to busy. Why can't I make a reservation?
