No internet and rude techinician

I am paying for 300mbps they can only.provide 78 to 90 mbps. If that is the case, I wanted to pay for a service what is provided. PLDT wants me to pay a big amount if I will down grade my plan. I really need that 300mbps can't reach that. Plus, technicians are rude. They said to cut my line and transfer to other provider. I will do so if PLDT won't let pay me pay the disconnection and if there are other internet provide in our area.
