My pay is being withheld

My netspend card is apart of skylight company, so when i went to call skylight they had told me that my manager needed to personally send them my enrollmemt information. Basic proof that i was on the payroll and such. Well i went back to my manager to tell her that, she immediately told me she has nothing to do with this and that she's never had to that before, and said nothing else on it after that. Keeping the conversation really short and told me she was busy and had to go. So i called the skylight pay card company back and told them what my manager said, and they eventually told me on the phone call to just wait until i get paid and something could be done. But i had already passed my pay day and was already suppose to get money for the first week that i worked there. They had told me that they didnt have any information on their end indicating that i was on the pay roll to get paid the money i had already worked 28 hours for. I even stayed late a couple times because the manager would leave the store without any clear instruction. And she just always never fully explained anything to me or even make an attempt to be a manager and make a phone call to someone in a higher position. So now i have no choice but to do that myself.
