My order is routinely delayed monthly. This month the delivery date has been changed 3x

I spoke with customer service on 7/21, the representative ensured that I would receive my delivery on the 22nd and not be charged since my original date was 7/19, then 7/20, then 7/21 without notice. However, I was still billed the total for the delivery. The representative stated that he made note that the delivery would be a no charge do to the inconvenience. Why was I still charged?
