Move-Out cleaning gone wrong

We hired Quality Household Services (Nancy Gibson) to prepare our house for new tenants. She first quoted us $150, but we invited her for walk through to make sure she has good understanding of what is requested from her. After that her price went up to $200 and we agreed since we understand that volume of work was pretty high. Against our better judgement we left the check with the key since she made good impression. When we came in the evening to verify that work was done properly, we were very unpleasantly surprised that work was not completed. She did wash the bathtub and fridge, did some vacuuming as well. But no surfaces were dusted, cabinets were not cleaned - in general house did not look or smell like it was just cleaned. We called immediately to ask if she was planning to finish the job we hired her for, but we have not heard from until 8pm. Her explanation was that she spend 4 hours in the house and only could do fridge and bathtub because house was "very messy". She did have time to run and cash the check though. She suggested to come "sometimes" to finish although she knew perfectly well that we are on the time crunch to get ready for new tenants. We had to hire knew people in the very short notice to finish the job. We offered Nancy Gibson a chance to do right thing and reimburse us for the work she was paid but did not finish, but have not heard back from her.
