Merchandise – Account on Hold and Refunds not processed

I have a few orders on my account: [protected]@gmail.com. There are a few orders in which I didn't receive my items and there are a few orders where I returned some items from the order. The customer service said my account has been on hold and no refunds will be processed. I do not understand what is going on. At this point, I want to return all the items in all orders and stop business with Macys. I will get into arbitration if you are not able to process refunds for my orders.
