Lost card account is locked

I never got through there is no way to get passed the required account information. There is no email contact and I dont get paper bills so Im pretty out of luck. They owe me ten dollars which is on my account. I would love to keep the account t but if I have no access theres no way Im adding any money. I do not know what to do.
