Left hand knows not what right hand is doing

I was told a meter would be hooked up and service turned on I was told a rebuild would need to be oredered. I was told a rebuild was ordered 9 months earlier and denied because of damage.( i was not notified 9 months prior) I was told i needed an inspection because there was damage ( they knew this 9 months prior but didnt tell me) After 450 to a plumber and inspection i was told a meter and service would be intalled I was told i needed a rebuild. A rebuild was ordered and i cancelled it. (I have no clue what a rebuild is)
