Kid’s meal

About an hour ago, I ordered the kid's meal (hamburger, fries and a drink) - I get this every time I go to Culver's. When my meal was delivered, I noticed that it wasn't in a bag, as is customarily the case - however, I've read about recent paper shortages affecting another burger franchise, and I thought that it must be the same issue for Culver's. After finishing me meal, I looked for something to allow me to redeem for my 'free ice cream'. I didn't see anything and when I inquired, I was advised that I didn't order the correct meal - surprising to me because what I ordered was exactly the same as every other order I've placed. The store staff wasn't very responsive and rather than tie up the line I just shrugged and said to forget about it. Not happy - its certainly a trivial thing but its the principal - what do you suggest?
