Just showed up one day

went to pay my phone bill and there is an additional provider charging me for long distance service. Called the number on the bill and found out that the number belongs to USBI. So who are these people, how can they just show up on my bill? I was never informed of this by my primary phone carrier, did I get hacked? is this a scam? what's going on? Current phone provider is of little help and will "get back with you", still waiting for them to reply. Not much luck with internet phone chat, had to wait 32 minutes to hear the same thing I don't see paying for the same service twice, don't understand how the primary carrier let this happen
