Item wasn’t delivered

It says delivered at 3:30 friday. I called customer service, because it wasnt. We also have a camera at the door. No delivery. I got a recording that stated: If you got a message saying something was delivered, and it wasn't, wait 48 hours for actual delivery. Then contact them. WHAT??? How is a customer supposed to know this policy. The message went on about drivers register the item as delivered but have 48 hrs to actually get it there.
