Item not received according to my building’s automated scanning system.

I ordered a Coach handbag from Thredup that was never delivered to my building according to their automated scanners. Fedex said a refund has to be initiated by Thredup who I am unable to get ahold of on the phone. They are now trying to charge me for an account to get help about how to get a refund. The item was supposed to be delivered on May Sat., May 22. The building scanner does not have it logged in and Fedex did not request a signature. I have spent several hundred dollard with Thredup in the past year. If I am not issued a refund for this item, I will not order from them again. The Fedex tracking number is [protected].
