I ordered a magnetic oil pan heater

I ordered this part on the 9th of february. The website adv the part would be here on the 11th of february. Which it still says that, I have called the number numerous times and they always say the part is being directly shipped from the manufacturer and they never contact me back with any updated information. When I call them back it is the same story every time. I have spoke with different district managers and they give the same story that its because of weather and other excuses. I have asked for a refund as I have had to get the part from some where else they adv they can't cancel the order, and they wont offer a refund until I have the part, I no longer want the part and need the refund. This company is doing nothing about this.
