How do you think a person can get it resolved when they keep asking for your card number and you don’t even have it yet you need a person to talk to to ask questions

Information I thought I had already applied for this and was already approved and was waiting on my card can you let me User's recommendation: When you call the number all you get is recordings how can you put in a card number if you have not received it yet and keep getting mail that's wanting you to apply I do not understand.
