Hacker using Fiverr as a source for social engineering attck

You have a user by the handle baranik3321 who is contacting people, me included, asking to get permission to use your client's systems remotely with a 3 page letter that is rather aggressive. I work Cyber Security full-time and use this as a side gig but if this is what I can expect there are issues. Trying to find any level of assistance with this is proving almost impossible. What can this department do to assist? User's recommendation: If you ever get these requests delete them. This is a hacker trying to steal your data.
