fashionmia mails the wrong product and doesn’t refund their mistake

I ordered a dress from fashionmia in june 2016. They mailed me the wrong dress and when I told fashionmia, they told me I was wrong and "they have no right to refund money." after many, many emails, phone calls (Not returned) and complaints, fashionmia employees have offered me everything from a full refund (Which has not happened), to offering a third of the cost of the dress, to offering no refund at all - over and over in a big circle, interchanging the offers depending on the day. Fashionmia knows they made an error in my order as I sent back to them their own order confirmation. I also have an email from fashionmia stating a full refund within 5 days from august 5th, 2016. My guess is fashionmia hopes their customers get tired of waiting for refund, take the loss and give up. I've been waiting 20+ days for my promised refund fashionmia.
