Failure to provide merchandise or service

I have an ongoing dispute with Paypal regarding a scam. They say that a package was delivered to my address when in fact there was no package delivered. I have a tracking number from USPS that shows tracking data even though there was no such package delivered. How can I get a "Intranet Form" that proves that I did not received the item. It has been verified by USPS that the package was not delivered to my residence. The tracking number is 940012****335506****58. The PayPal dispute number is PP-D-11680****. I also have a reference number from USPS Customer Support, it is Service Request # 2914**** [ ref:_00Dj0GyYH._500t0oy3Nv:ref ] Thank You.
